The Organizational Council is an association which brings together all of the Countries. The Organizational Council recognizes only sixteen Countries, as all others are either far less advanced, unknown, or up for consideration. Many tribes and small communities live on the outskirts of the Countries or well beyond the Countries’ boundaries. The Heads of State of the sixteen Countries, along with the Elders, are the most important members of the Council. Each Country appoints members to the seven cabinets which, together, form the Council. The Council Cabinets include the Cabinet of International Affairs, the Cabinet of Finance, the Cabinet of Education, the Cabinet of Defense, the Cabinet of Commerce, the Cabinet of Health and the Cabinet of Labor.
There are five languages recognized by the Council: Common, Elvish, Orcish, Dwarvish, and Sylvan. The fifth, Sylvan, is often used by Gnomes and Satyrs/Fauns, but is typically used by others to communicate with lower-intelligence animals and creatures. It was only recently accepted as a Council-official language. Each Country tends to have its own dialect of the language as well (i.e. an Okimean dialect of Common versus the High Bawerstromian dialect of Common, etc.). The Council has a Meeting once a moon, but Heads of State can send a representative to attend each meeting in His or Her place. This has become increasingly popular over the years because Country rulers have been agreeing with each others’ policies less and less. Each Head of State must personally attend the annual Gathering, which is a meeting where all major Council Laws are created. The Gathering is extremely formal and usually lasts from sundown to sunup. All Leaders must set aside their differences for the Gathering. Security precautions are taken that wouldn’t normally be taken at a Meeting, such as placing Unharm Enchantments on every attendee and stationing Dragons at the entrance.
The Organizational Council claimed ownership of its territory in the year 38 with the support of its then-eleven Kingdoms. The Council was able to take the territory after the 38-Year War ended, and it is now used to conduct international business and hold the annual Gathering. Council territory is permanently neutral for all fifteen recognized Countries.
The Organizational Council territory fell to Northern Elvish Alliance forces in year 776, and the Organizational Council could not resupply the Elders Council with new Elders due to the war (5 of the 12 died in the attack). Since the Fourth War’s resolution, the Organizational Council has been firmly re-established.
Sixteen Countries are recognized by the Organizational Council, with the Protectorate of Kelutral, the Basilea of Silenus, and the Empire of Silvanus also up for future consideration.
